Lead Service Line Replacement Program

 

The City of Monroe Water Utility is working to develop a program that will replace all Publicly-and Privately- owned lead service lines that are connected to the public water system in the City of Monroe. We are working with the Wisconsin Department of Natural Resources with the goal of receiving public grant funding that will cover all private homeowner's costs to replace their lead service line with a new plastic line into the home. If grant funding is received, a citywide lead service line replacement program could possibly occur between 2023 and 2025.

As part of this initiative, Monroe Water Utility is required to verify residential water service line materials throughout the City over the next few years. This is required to ensure that all public and private lead service lines have been identified and can be replaced.  To complete these verifications, we are asking all residents to help us by completing an inspection of their home plumbing and filling out a short survey.

Service Material Types  
Help the Monroe Water Utility inventory the material used on the private side of your water service lateral. Check the pipe material as it enters through the floor (or wall) and before the water meter.

Test Area

Copper Pipe

Scratch Test:  If scraped the area will be the color of a penny.  The pipe is copper.
Magnet Test:  A magnet will not stick to a copper pipe.
Tapping Test:  Tapping a copper pipe with a coin will produce a metallic ringing noise.

Lead Pipe

Scratch Test:  If scrapped the area will be shinny and silver.  The pipe is lead.
Magnet Test:  A magnet will not stick to a lead pipe.
Tapping Test:  Tapping on a lead pipe with a coin will produce a dull noise.

Scratch Test:  If scrapped the area will be a dull gray.  The pipe is galvanized steel.
Magnet Test:  A magnet will stick to a galvanized steel.
Tapping Test:  Tapping on a galvanized pipe with a coin will produce a metallic ringing noise.

Plastic Pipe
